Start the instant pot in sauté mode and heat oil in it. Add all the tempering ingredients. When cumin start to splutter, add chilli garlic paste, chopped onions and sauté for 2 minutes.
Add the vegetables. Sauté for another 2 minutes.
Add salt, red chili powder and garam masala. mix well.
Add Rice and water to the instant pot. Mix well.
Change the instant pot setting to manual or pressure cook mode for 6 minutes at high pressure with a vent in sealing position.
When the instant pot beeps, let the pressure release naturally.
Garnish with cilantro and pulao is ready to be served.

Notes
I cooked my rice and vegetables in "pressure cook"(or "manual") mode. I don't make pulaos in "rice mode".
You can use carrots and cauliflower along with the other vegetables.
you can either serve this recipe with pavbhaji or with raita.
Both frozen and fresh vegetables gives the same result.
